You can use any of the following programs:
PDF
All PDF files should be sent using Acrobat Distiller
Quark
Include document, all images and fonts
Illustrator
Create outlines on type and save as Illustrator EPS
CMYK color
Black and White ads should be done in Grayscale
No RGB or Pantone
Newspaper printing holds 2% highlight dot and 85% shadow dot
Dot gain is about 28% in all colors
Scan at actual output size for best image quality rather than resizing your art in your software
Photoshop
Flatten layers and size and crop images according to use in document
Line art 300 dpi
Grayscale 130 dpi
Color 200 dpi, CMYK
Please do not save images as RGB, Duotone mode or LPEG
